Two badges with mythological names — Myth Confirmed and Stuff of Legends — sit between them, which suggests the top of the fishing ladder is about catching something the game treats as legendary rather than about catching a large number of ordinary fish.
We have not confirmed what any of the three requires. No video we could find covers the top of the ladder, and the developer's own description does not mention fish rarity at all.
What the money badges say about pacing
