Two things, according to the only source there is. The developer's description says you catch and fight fish for cash and then use the money to buy new lures and weapons. That sentence, on the game's own Roblox page, is the complete published record of what money is for.
So the answer is short and we are not going to lengthen it with plausible inventory. Lures. Weapons. That is what the developer has said exists to buy. No shop list, no prices, no tiers, no unlock order.

What we know about the two things you can buy
Lures are the weaker of the two pieces of evidence. The word appears once, in that one sentence, and nowhere else we can read. No official image shows a lure, no badge mentions one, and the description never says whether a lure is a permanent upgrade, a tiered item, or something you use up. Those are three different systems and the single word covers all of them.
Weapons have a little more behind them. One of the game's official screenshots shows a character on a dock firing a rifle-like weapon at a boss creature, a whale labelled GIANT WHALE with a health bar reading 1962 of 2500. So weapons are real, they are used against something large, and they are visible in the art the developer chose to publish.

The other possibility is that buying happens through a menu rather than a place, which is how most Roblox games handle it. The one purchase path we can confirm does not settle it: the Dual Uzis [Forever] pass is bought through Roblox's own pass interface, which is a platform screen rather than a game shop. No screenshot of a store interface exists in the material we hold, which is why this page cannot tell you what a lure costs or what a better one does.
